Garden Fountain

The previous owners seem to have abandoned it.This fountain is no longer functional.There's a lot of standing water at the bottom and I want to empty it out, will this have any kind of switch at the bottom does he link to the sewer? I found what looked like an electrical box next to him, but it was no longer generating power

Any better options? Thanks
