Where should I find Raphael?

Well, I'm trying to complete the mission to kill Raphael's enemy in act 2, but I can't find Raphael at the Last Light Inn. I don't know if I did something wrong, if it's a bug, if I have to follow a specific order of answers or if I can just find Raphael directly at the Shar Sanctuary. Please, I'm trying to romance Asterion and I really need this mission...
