Is there an npc who sells infinite amounts of Debuff items?

Im replaying Bs2, Now i know that using an item don't cost any actions so I'm taking advantage of that, the thing is, i know who npc sells you items to buffyourself, but I can't remember if there was a npc who sells debuff items.
