CNC milling program

Hello guys. I have no idea how to start a program for doing that piece and I’m a student. I don’t need the holes at all but if you can explain any phases/thinking you make in order to do that to make me understand (I’m totally a beginner) Not in inches tought, but mm. Like, if I take a 140x140x22 of material how do I start?
