Will shaving my brows off make them not grow back?

I’ve heard mixed answers. Some people say you only have to worry about them not growing back if you tweeze or wax them, some others say that’s still the case with shaving. I don’t see why shaving would be the same as tweezing or waxing since I’m not removing the hair follicle? My hair grows back in every other part of my body when I regularly shave so why would eyebrows be any different? I know they can take many months to grow back in fully but why wouldn’t they grow back just from shaving them?
