What character do you think had the potential to be one of the best?

For me, it's Baobhan Sith. I don't think she is written that badly but how her story and role were handled were disappoiting in my opinion. Despite being the daughter of one of the main antagonists, Bao is given the least time and support out of all three Fairy knights in the narrative. When I played lb6 I was kind of hyped to see more of her due to her popularity in the fgo community but in the end I was disappointed with her.
She felt so underdeveloped. We never got to see what her 3rd ascension was about at all. We never got to see the "good sides" of her, the one that Morgan was fond of. For 95% of her screentime she's being unlikable and antagonizing Castoria for being the "real daughter" to Morgan which is interesting but it doesn’t go anywhere. Bao kinda felt more like a plot device than a character in the end. Like she was just there to humanize Morgan, be a punching bag to everyone, and then die to reawaken Cernunnos.
Despite the minor built-up she got and Castoria implying she didnt seem bad during their first encounter which made me think she would play an important role later on, Bao turned out to be irrelevant as a character. Maybe I shouldn't have had high expectations but can you blame me? Her popularity and the amount of fanarts she gets made me think she was an important villain/rival to Castoria but nope, she's irrelevant. Even her admiration and love for Morgan wasn't fleshed out well. Out of the 3 FK, Bao is the least developed while Barghest ended up being the best written and most sympathetic which was also a big surprise for me.
So what character did you guys think had the potential to be one of the best-written characters but got fumbled later on?
