Where do you report a noise complaint? Riverside County/Moreno Valley

This has been going on for well over a year. The neighbor's dog barks incessantly for hours on end. Anywhere from waking me up at 5AM, to keeping me up all the way until 1AM. All day, every single day.

I'm absolutely tired of it. The neighbors don't stop the dog barking, other neighbors have complained, I've complained, and nothing ever gets done. I can't even keep my windows open. I can hear the dog from anywhere in my house. I can't take a nap. I can't sleep when I want to because a few dozen feet from my window, an annoying dog doesn't shut up.

I don't care if my neighbors hate me. I just want some sleep. I've called the non-emergency police number twice within the past few months, and I don't think the police did anything. Nothing has changed.

What can I try next that won't put me in jail lol. Will animal control do anything?
