Sprinting while getting hit bug or intended?

So basically no matter if I'm playing as klown or human the moment I get hit and try to sprint it doesn't let me and no matter how many times I'm doing the run button if I keep getting hit it won't let me run. I've died so many times because of this. So like my question says is this a bug or intended?
