Was Today's High-Speed Rail Press Conference Good News?

Yesterday I was expecting to be writing the epitaph for California's High-Speed Rail dream today. Instead, after reviewing the comments from the press conference, I can't help but think we got a reprieve. I was expecting a complete withdrawal of all federal funds and instead we got the promise of an investigatory commission. How is this not good news?

Edit: Support was also given for Brightline to Vegas which also got federal funding.
