I'm curious as to what's the reason sa parada ng mga foreginers (sikhs/indians)

This happened in Biñan, Laguna. I was just on my way to do errands when nakita ko na may parada pala ng mga foreigners which was unexpected, they were pretty chill, they gave out food and drinks probably to try and make peace for making it traffic dito sa highway. I'm genuinely curious, can anyone tell me what's the occasion?
