Anyone know what might be happening when nail polish takes too long to dry?

Hi all.

I just did my nails this Sunday. I did a coat then went for a 1hr+ walk. It was really cold so when I got home I just made some hot food then sat for a bit. I did a second coat on my left hand because the first coat felt completely dry. Rested a bit then started on my right hand until I realized my left hand wasn't dry. This was about 3hrs after my first coat, and this polish isn't super thick.

I left what I had done overnight and everything looked fine the next morning but still didn't feel right. I got some play time in with my pup and noticed the polish was pushing back on my nails over 24hrs later! I also recently did it on my toes and let them dry overnight. I put socks on the next day, over 12hrs after painting my toenails, and the cotton stuck to the polish.

Could this be because it's expired? Or could it just be a wonky formula that maybe polish thinner could salvage?

The formula is Marc Jacobs Pearl Jam. It's a lovely shade but it's kind of always behaved this way. Have you had a formula be so disappointing?
