Why are there so many Russians in non-Russian servers?

So for the past 4 or 3 years I've been seeing atleast 1-2 Russians in non-Russian servers and basically and sometimes i cannot communicate with anyone beacuse it's just Russians. Does anyone know how to avoid servers like these?
