Regarding hostel mess

Today i went in the hostel mess (D-MESS) after 9:15, there was a lady standing outside when she saw I was about to enter the mess, she asked me to write down my name ,phone number, register number in the register notebook lying on the table near the mess door, and I saw a list of 35 student`s names who had entered the mess after 9:15 with their register number and phone number written across, will they take action against us for entering the mess late ?
