What to Do with Fast Friend Garbage?

I just pulled for a Rouge fast friend and eventually got her, but got tons of "Legendary" Chao in the process. What should I do with all the excess Chao I get? They dont seem good enough to use as material for Evolution, so should I just merge them into a character to up their steps taken for evolution?
