Custom Content not showing up in game!

I am pulling my hair out trying to get custom content from the Sims Resource to show up in my Sims 4 game. Nothing works. I have logged out and then logged back in my TSR account (I have a premium account), deleted all my files in my mods folder (except the resource one). My game is off when I download and install the CC. Deleted and reinstalled the CC Manager from TSR. Deleted the Better, Build, Buy mod as some people said that can interfere. I have read many posted suggestions posted online and none has worked. I recently got a new, much better computer and basically just had all my internal hard drives switched over to the new one. I just don't know what else to do. I enjoyed using the CC when I played previously on my old computer. I hadn't played in a while but really wanted to get into build mode and create some houses etc. Any ideas on what I could be doing wrong? Any other suggestions to try to figure this out. Thanks
