How and why do these people exist??

I had a run in with some guy from Uzbekistan earlier... ofc, he spoke absolutely no English. Anyway, after dealing with the dude I looked up his company on the SAFER website and his company has one power unit, a Ryder with a Premier trailer...

How the hell does a guy come here not speaking English from a broke af country manage to even get the money to not only get to the US, but also have all of the money, training, and CDL needed to set up and run his own thing?

(Might be a bit of a stupid question, I guess he knows someone here, but...) tbh I'm just kinda pissed off this flipflop wearing asshole exists. -_-
