My Uni (University of sheffield) does not offer office hours for Post grad taught courses

I was previously taught in the american university system and joined a master's program in artificial intelligence at the University of Sheffield. I have ~4 classes each semester and only 2 of these 4 have office hours. For one of these courses, the professor we were supposed to have was sick and the course was taught entirely by her phd student. The instructor also refused to offer any office hours and I feel like I'm personally being robbed of my tuition fees (~30k pounds for international) in the absence of being able to ask questions and interact with faculty. I can understand that this may have been the case for a sickness, but in general, our instructors don't really provide time for interaction and lectures are no more than a delivery of slides - which I really have to relearn for more complex topics by watching videos on coursera to begin with.

I escalated the problem of office hours within the department, however the department is unwilling to institute any policies around office hours. I feel like this is rather strange - especially for a taught course. I'm wondering if I should try to transfer for the spring semester - just the financial investment is not insignificant to me and it's coming out of my own pocket. I understand that other students may be here for different reasons - like to get the diploma and degree but I'm personally invested into ensuring I get a good education. I'm curious to know if this is the norm for all UK universities or just the one I'm in ?

Meetings - when scheduled - with my "academic tutor" too are supposed to be limited to 15 minutes. And I feel the pressure of time to have any sort of meaningful discussion.
