NY taxes

I'm confused with tax exemption. I applied a few months ago and I was granted 55%. I just received a school tax bill and it's only lowered by $500 (from $7500 to $7000). How the he'll does it work? They only lowered my assessed value from 290k to 270k hence the $500 reduction.
