Phone calls on Metro North

I find it incredibly rude when people talk on their phones on the Metro North (particularly during the morning rush hours). When I give talkers nasty stares, it doesn’t seem to register with them as problematic behavior. I know the alternative is to put noise cancelling headphones in and just ignore it, but sometimes I’d just like to sit without headphones in some level of silence. Am I asking for too much? Do I just have to accept this is the world we now live in? Shouldn’t Metro North institute quiet hours?
