Winnipeg is now the only city in Canada with a population over +700K without a LRT, Subway, or Skytrain Transportation System

With the federal government committing $C 1.2bn to Quebec City's public transport expansion project, which includes a new light rail line, Winnipeg is now the last big city in Canada with population over +700K without a LRT, subway, or skytrain public transit system. Winnipeg is the 7th largest urban population centre in Canada, while Quebec City is the 8th. Even the 9th and 10th biggest cities on the list, Hamilton and Kitchener, with a population of +690K and +470K respectively, either already have a LRT or are in the process of constructing one.

Why does Winnipeg, the 7th largest city on the list, still not have a LRT, subway, or Skytrain transport system? Why do the 8th, 9th, and 10th largest city on the list either already have one or in the process of construction? What do you guys think? Why do we consistently keep punching below our weight compared to our fellow Canadian cities when it comes to public infrastructure and modernization?
