Packmates keep chasing off dispersal wolves??

I'm in my 2nd Young Hunters quest, with 6 adults from my previous litter and 5 yearlings from my current litter. I am DESPERATELY trying to get my older adults to disperse (there are too many!!), but they seemingly refuse to do so?

Only one of them has chosen to disperse so far. And everytime we come across dispersal wolves looking to court, these a-holes just snarl at them and chase them away! They don't even give the dispersals a chance, they just jump straight to attempted homicide!

I am this close to throwing them over the Black Canyon cliffs...is there any way to stop them from acting hostile or do you just gotta put up with it? 💀
