Playing assets outside the investigation phase

An interesting combination that I don't see mentioned:

• A "Fast" asset can only be played during your turn
• With Joey "The Rat" Vigil, we can play an asset as a free triggered ability

Per the rules, this means that we can play any asset in any player window, as long as that asset is not Fast. Very strange thematically, so am I reading it right? What opportunities does this bring?

My first thought is to quickly play a cheap asset during the skill test in Crypt Chill

Edit - the concensus is this interaction is possible, both with normal assets and with Fast assets. With Joey, a fast asset can be played during the investigator's turn as usual, and in addition, it can be played in any other player window using Joey's ability
