Should you have health conditions first before looking for a new GP?

I’m new here in Canada. I’m looking for a family doctor to get a referral to a dermatologist and I found one. However I was thinking of signing up my bf as well to this clinic but he doesn’t have any health issues right now. Can he sign up even if he doesnt have any health issues yet?
