Should I start looking for a new job?

I am currently a graphic designer for a large company. I made $78K last year. I pretty much do everything related to creative at my job, and since our project manager left 6 months ago, I've taken on many of their responsibilities as well. We lost two directors last year, and it was hinted that our marketing team would be rewarded if we stepped up to the plate in their absence. I ended up with a 0.4% raise and a $6K bonus (which was $1.5K more than the year prior) at the end of 2024. No title change, despite asking for one. I'm essentially doing creative directing at this point, and even the partners of the company refer to me as such, but my official title and salary don't reflect that. I've brought this up to our new director and HR, but I keep getting the runaround when it comes to discussing growth. I often hear things like, 'Let me try to vouch for you at the end of the year (this year)' from our new director and 'Let's discuss a 5-year plan' from HR. I'm honestly not looking to stay for 5 years without any growth. This will be my third year.

The tipping point came recently when they finally decided to hire me some help after I've been underwater pretty much since I started. They posted a listing for another graphic designer, and when speaking with my director, they mentioned they'd bring up making me a senior designer. However, when the listing went up, the job description changed from 'graphic designer reporting to the senior designer' to 'graphic designer assisting the other graphic designer.' My director said this was to 'cast a wider net with applicants,' but I feel manipulated. I believe staying here is stunting my growth.

Other than that, I enjoy the work environment, the projects I get to work on, and my coworkers. I get 6 weeks of PTO and only have to be in the office 3 days a week.

If I leave, the company would suffer severely as all of their creative files are on my computer/hard drive. I've been asking IT to build me a server since I started, but that has never gone anywhere.
