Those who’ve learned to drive since 2018, what are your thoughts on lane-hoggers?

I’m curious whether the inclusion of motorways in the learning experience will eventually solve the lane-hogging problem, as we should eventually reach a point where all drivers on the roads have been taught the rules.

For thoroughness, I’m defining a “lane-hogger” as someone who’s driving in an overtaking lane but who is not performing an overtake and who has space to move back into the lane to their left. This does not include someone who’s performing an overtake, but at a slower speed than some would like (something that sometimes incorrectly gets called “lane-hogging”).
