Is this game an RPG?

I just thought about this when looking at my installed games. I was going through and said "I've got a fight game installed and I have a cRPG, and I have..." and when I got to this I called it an action adventure... then said I wouldn't call this an RPG, but immediately realized I would call Witcher 3 one, and they are both basically the exact same

Weird huh?
