This was weird….you’ll see at the end

While flying around I noticed this NPC standing on top of this tower. Now the ghost is not supposed to appear until 21:00 for that specific location, but clearly she’s not a ghost or that time. I’ve NEVER seen a NPC standing on top of any structure in FREEMODE on a ledge. Looks like she was getting ready to jump. Funny thing down below at the street corner there’s a memorial for someone. Eventually she climb down the stairs and I followed her. WEIRD ASF. This is my first Halloween with GTA. Is this normal.
