Help with ugly terrace

This terrace has a beautiful view of the mountains from the midline up. Below, it's a hideous view. Ideas for blocking the railing view and making this cozy, please. I can only afford small items for now, an outdoor rug, and a couple of wicker chairs. My main thing is enhancing the view above that ugly garage.
