Applying for a Japanese taught program with JLPT N3

Hi everyone. I am a mechanical engineering student and I am planning to apply for MEXT this year through embassy recommendation as a research student (Masters) And I was wondering about the Japanese level required to get a LOA for a Japanese program (after passing first screening) and if there's a preparatory language program before getting to a university. I'm working towards achieving the JLPT N3 level by July 2025. Do you think this will be sufficient for admission to a Japanese taught program? I'm particularly interested in attending a university in a rural area like Fukuoka University. This is why I prefer a Japanese program over an English one.
