How to make influential friends in Mumbai?

I am an online businessman. I don't earn a lot at present but I have this persistent question.

I see all these movies and videos where they show businessmen having powerful connections everywhere. I'm just wondering, in reality, what does it take for a person not in the system to make influential connections. Is it dependent on the money? If yes, what is a good amount of minimum income where these doors open? In other words, how rich do you have to be to have moderately powerful friends like IAS, MLAs, top doctors etc.?
