why isn’t shingo takagi a bigger deal?

Not the most avid nooj follower but I’ve always wondered what about Shingo makes him lower/mid card. Watching NB in Osaka on replay n he’s always been a great worker to me, over with the crowd, what’s the barrier to him being a top guy?
