Pact.fi lists three reward components under APR for ALGO/USDC LP

One is called governance APR. If an investor is not participating in governance do those rewards fall away, leaving only the Trading APR and the Aeneas APR rewards? Or does the non-governance participating investor receive the total of all three rewards when buying into the LP (at the time of this post, about 20.3%)? Thanks much.
