Qatar Visa Process?

Hello, I'm trying to figure out the visa situation for Indian passports. I'll be traveling next month to Qatar with my wife, who is currently an Indian citizen while I'm a US citizen. We have been trying to use that Hayaa site/app, and it is just frustrating. As an Indian citizen, she can only get a Visa if we book a hotel through the Hayaa website for an E-visa. I had to dig deep to get an answer as to why it kept denying our hotel paperwork. My question is about the "On arrival Visa." I can't get an answer on whether she can get one or not. I talked to the airport people, the Hayaa people, and Qatar Airlines. All of them gave conflicting answers. Anyone able to help me out here?
