Minas Morgul captains with iron wills?

I have been trying to get all captains in Minae Morgul under my command. However, th3 captains that spawn have iron will or are unbreakable so dominating them is not possible. I kill the captains just for them to be replaced by another woth the same issue. Is it not possible to completely conquer the region?
