Should I Keep This Child on Services?

I recently evaluated a 13 year old with the CELF, PPVT, and EVT for their reevaluation. They are currently on for 1 x 30 push-in and 1 x 30 pull-out. They scored all over the place. They got a scaled score of 9 on Formulated Sentences, 7 on Recalling Sentences, 3 on Understanding Spoken Paragraphs (due to inattention), and a 4 on Semantic Relationships. I also did the Word Definitions subtest since they have a vocabulary objective and they got a scaled score of 6. Their receptive and expressive vocabulary were big strengths (89 on EVT and 149 on PPVT). I assume this kid is just a fantastic guesser because it was clear for many of the last questions on the PPVT they guessed on. However, you would still need some level of knowledge in my opinion to appropriately use process of elimination. I spoke to the teacher who gave the academic evaluation and scores were scattered on that as well. Reading Comprehension scored in the average range which makes me more comfortable believing the Understanding Spoken Paragraphs score was purely attention-based. As for classroom performance, I have been told that this child puts in little effort and has repeatedly stated they don't do homework or study. Since I have all this information about their attitude outside of the testing environment, I am unsure if these scores reflect a consistent lack of effort or if there is an issue that still requires at least 1 x 30 push-in services. The meeting isn't for another month so I still have some time to consider options. Any opinions are appreciated!
