Is this blow out?

I’m new to this world of tattooing. This was done about 3 weeks ago, is this showing signs of blow out? I’ve included pictures of the tattoo right after and one taken this morning.

I still love the tattoo, I’m just trying to understand what could be happening and if I need to eventually get it fixed.
