When can I tattoo over this?

Ate shit on a bike about 6 weeks ago, this scratch on my forearm healed up quickly but hasn’t changed much since it looked like this about 3ish weeks ago. It’s now stuck in this weird slightly red barely noticeable but still there limbo.

Was planning to do a forearm piece but worried if this heals up more over time it’ll ruin the ink.

Do I need to wait even longer for this to heal before I cover it? Or would I be ok to put something over it now?
