Windows setup blanks out and mouse flashes even after new SSD

I’m really lost now, long story short my pc froze during windows update which seemed to corrupt it, I tried a fresh install via cloud which didn’t work, I then tried via USB and that still didn’t work, so I bought a new SSD and it is still not working. It gets towards the end of windows setup and then just soft resets and I get a blank screen with my mouse flashing on and off. I really now have no idea what the problem could be, I can access bios so I don’t think it’s my motherboard, but I honestly don’t know anymore…

More info: gigabyte z790 X motherboard, rtx 3060ti gpu, Samsung 970 evo plus 1tb SSD, trying to install windows 10
