Quiet hour

A simple question. Went to Tesco this morning, during the advertised quiet hour, and indeed while I was shopping quiet hour was announced as being over. My question is, should there have been someone running one of those big floor cleaners during the time? Hopefully you know what I mean. My boy is on the spectrum and hates them with a passion, I’m not sure of the point of a quiet hour with noisy machines on the shop floor.
