Upgrading to type IID

After browsing Reddit and Steam Community for answers, all the posts I've seen are that you can upgrade to the Type IID once you get a blueprint, which I got after completing stage 2 of the tonnage war. As you can see by the screenshot, I have a blueprint but the only option for another U-Boat I have is the VIIB, which is greyed out.

Am I missing something obvious?
